birdcpm-com URL shortener is registered in Chile. I've tested the ad pages and there are many popups on both ad pages with lot of wait time on the second ad page (18 sec.) In my opinion the rates are fair and the admin may be able to monetize from the pop ups. Most probably the ads will become more aggressive after the shortener gets more traffic. The admin will calibrate it to profit. However, I see some work on the site, which leads me to the conclusion that the owner actually would like to make business more than just scam. Test and see!
